I'm Jannine Mutterer β attorney, small business owner, wife, and mother of two children in our public schools. I've lived in District 9 since 2010, and I've been advocating for this community long before I decided to run for office.
As an attorney specializing in complex governance, I've spent twenty years interpreting policy, analyzing budgets, and advocating effectively for clients. I know how government works β and I know how to make it work for the people it's supposed to serve.
Over the years I've secured grants for Bluffton public schools, founded a 501(c)(3) nonprofit to preserve a youth program, served as team mom, sponsored school events, and pushed county officials directly for needed infrastructure.

She has already worked with county officials, partnered with our schools, and built organizations from scratch. Running for council is the next step, not the first one.
When her son's team faced organizational challenges threatening the program, Jannine used her legal expertise to establish a 501(c)(3) nonprofit, keeping the team together and the kids doing what they love. She doesn't wait for someone else to fix things.

For too long, residents have been left out of decisions that shape their daily lives. These six priorities are grounded in the real problems District 9 families face β with specific, measurable commitments attached to each one.
The May River and our green spaces face irreversible damage if we don't act now.
Protecting the May River, green spaces, Bluffton's historic neighborhoods, and the Gullah/Geechee culture that is irreplaceable to our region's identity β because a healthy environment protects property values, water quality, fishing, boating, and the quality of life that brought us all here.
Pause and review development permits in environmentally sensitive areas pending ecological assessment. Update county ordinances with stronger buffer and zoning protections. Champion Gullah/Geechee cultural site preservation.

Traffic is worsening and infrastructure can't keep up with what's already been approved.
We cannot continue approving growth without the roads, utilities, drainage, and public safety capacity to support it. Poorly planned development hurts quality of life and long-term property values for everyone.
Transparency with impact assessments covering traffic, schools, emergency services, and taxes. Plain language reporting before any large-scale development comes to a council vote. Infrastructure first, not last.

Taxpayers deserve to know exactly where their money is going β and right now, that's not easy to find out.
Common sense stewardship means every dollar of public money must be accounted for, without raising property taxes. Smart fiscal management means prioritization for funding based on the Beaufort County 2040 Comprehensive Plan - not special interests.
Conduct a line-by-line county budget review in the first term. Collaborate to improve the current County financial dashboard, providing full voter transparency.

Our community needs green spaces. Our roads need investment. Our workforce needs places to live.
Expanding passive parks and recreation spaces isn't just for families β it drives property values and keeps our community competitive. Affordable workforce housing supports local businesses, reduces commute strain, and keeps the people who serve our community able to live in it β without raising taxes on existing residents.
Increase developer incentives for affordable workforce housing by partnering with existing programs such as the Beaufort-Jasper Regional Housing Trust Fund. Require developer agreements that actually align with impact to roads, schools and public services.

A growing district needs growing public resources.
Strong schools and accessible libraries aren't just good for families, they're economic drivers that attract residents and employers and protect long-term property values across the entire county.
Advocate for construction of a new library in the New Riverside area and completion of the Bluffton library expansion. Pursue new developer/builder school impact fee requirements for southern Beaufort County.

Residents deserve a council member who shows up between elections, not just during them.
I will not compromise on transparency, community input, or the character of our neighborhoods. Cooperation is a tool for getting things done, not an excuse for going along to get along.
Establish a Quarterly District 9 Community Forum. A public meeting where residents weigh in on upcoming county decisions directly with their council representative, before votes are cast, not after.
